Hello All, Newbie Here With Many Questions

Hello Everyone!!
My name is David and I live in Cerritos, CA close to orange county. I always wanted to start a car project and I wanted classic mini so during my search I came across vtec mini. After looking around I became very interest in Vtec Mini and thinking about starting a project, but the problem is I don't know anything about it or any knowledge to do so. Well thanks for looking and thanks in advance for your help.
Here goes questions...
1. is this smog legal in CA? street legal?
2. what year minis should i look for?
3. any price guide for the car?

street legal? If it's registered yes.

2. what year minis should i look for? MK3 or newer

3. any price guide for the car? 5-25k
